The Government of Hungary established the Stipendium Hungaricum scholarship program to promote the internationalization of Hungarian higher education and attract top international students worldwide.
The scholarship targets international students with excellent academic track records and offers financial assistance to pursue undergraduate, master’s, and PhD programs in Hungary.
Stipendium Hungaricum is a fully funded program that covers tuition fees, accommodation, and healthcare costs and offers monthly stipends to international students admitted to study in the country. Under the Stipendium Hungarian scheme, a wide range of courses are available for high-achieving students at Hungarian higher institutions.
This scholarship is based on bilateral education agreements between Hungary and the governments of the sending countries. It is available in over 90 countries on five continents, attracting tens of thousands of international students annually. Applications for the 2025 Stipendium Hungaricum Scholarships are open, and qualified international students are welcome to apply.
Tuition Fees in Hungary
Universities in Hungary charge affordable tuition fees for international students, but they vary by university and program. For most degrees, international students typically pay tuition fees between € 1,200 and € 5,000 per year. The cost of studying Engineering courses can reach €5,000 per year, while medicine and dentistry tuition fees are usually between €12,000 and € 16,000.
Eligibility Criteria
To be eligible, you must;
- Be an international applicant.
- Be a student not older than 18 years as of August 31, 2025
- Be an applicant not studying at any Hungary Higher Institution on a self-financed basis.
- Additionally, citizens of Hungary or with Dual Nationality (Hungarian) cannot apply.
- Students who have been selected for this scholarship cannot apply again.
Scholarship Benefits

Benefits for students in Bachelor’s, master’s, one-tier master’s, and non-degree programs
- Tuition-free education: Exemption from the payment of tuition fee
- Monthly stipend; Non-degree, Bachelor’s, master’s, and one-tier master’s level: monthly amount of HUF 43,700 (cca EUR 110) contribution to the living expenses in Hungary, for 12 months a year, until the completion of studies
- Accommodation contribution: Free dormitory place or a contribution of HUF 40,000/month to accommodation costs for the whole duration of the scholarship period (Please note that if the student does not live in the dormitory, the HUF 40,000/month is a contribution to that rental costs, and in bigger cities – especially in the capital city – this contribution would not cover the total amount of rental fees.)
- Medical insurance: Health care services according to the relevant Hungarian legislation (Act LXXX of 1997, national health insurance card) and supplementary medical insurance for up to HUF 65,000 (cca 170 EUR) a year/person
Benefits for students in PhD Programs
- Tuition-free education: Exemption from the payment of tuition fee
- Monthly stipend for Doctoral level: According to the current Hungarian legislation, the monthly amount of scholarship is HUF 140,000 (cca EUR 365 for the first phase of education (4 semesters) and HUF 180,000 (cca EUR 470) for the second phase (4 semesters) – for 12 months a year, until completion of studies
- Accommodation contribution: Free dormitory place or a contribution of HUF 40,000/month to accommodation costs for the whole duration of the scholarship period (Please note that if the student does not live in the dormitory, then the HUF 40,000/month is a contribution to that rental costs, and in bigger cities – especially in the capital city – this contribution would not cover the total amount of rental fees.)
- Medical insurance: Health care services according to the relevant Hungarian legislation (Act LXXX of 1997, national health insurance card) and supplementary medical insurance for up to HUF 65,000 (cca 170 EUR) a year/person
Application Procedure
- Visit the scholarship portal.
- Create an account and verify it.
- Pick a preferred program (BSc/MSc/PhD) and the corresponding institution.
- Applicants are permitted to select three courses at the same or different institutions.
- You can fill out the application form for each of your selected programs.
- NB: All applications shall be submitted through the Tempus Public Foundation online application system.
- Applications must be submitted; only saved applications will not be considered.
- After registration, the applicants can access the application system and upload the required.
