Shanghai Government Scholarships 2025

The Government sponsors the 2025 Shanghai Government Scholarship SGS for prospective foreign undergraduate and postgraduate students to pursue various academic programs at universities in China.

The Shanghai Municipal People’s Government established the Shanghai Government Scholarship for Foreign Students in 2006 to support outstanding students from countries worldwide in studying any course of their choice in Shanghai.

The scholarship’s aim of attracting outstanding students and scholars from various countries to study and research in Shanghai is part of efforts to serve Shanghai’s construction of a science and technology innovation center with global influence and the promotion of international cooperation and exchanges in Shanghai’s education.

Shanghai Government Scholarship is fully funded and will cover applicants’ tuition, accommodation, and a monthly living allowance for the duration of the program. Applications are open for the 2025 SGS scholarship, and interested candidates are welcome to apply.

Tuition Fees in China

Students undertaking bachelor’s degree programs at a public university in China typically pay tuition fees between $2,000 and $10,000 per year, depending on the university and major. In the case of postgraduate programs, the tuition fee is determined by the chosen university or city. But on average, an international student will pay between $2,008 and $7,700 per year.

Eligibility Criteria

Shanghai Government Scholarships 2025
  • Applicant should achieve a Chinese level of HSK4 and meet the language requirements of the applied university and program.
  • Applicants must be non-Chinese citizens.
  • The candidate must be in good health.
  • Must be outstanding in academic performance.
  • Applicants for the pre-college program must have a high school diploma and be under 23.
  • Candidates for the bachelor’s degree program must have a high school diploma and be under 25.
  • Candidates for the master’s degree program must have a bachelor’s degree and be under 35.
  • The doctoral degree program applicants must have a master’s degree and be under 40.
  • Applicants who have received other scholarships offered by the Chinese Government or organizations are not eligible.

Scholarship Benefits

Shanghai Government Scholarship SGS provides the successful candidates with two types of scholarships:

Type A (Full Scholarship)

  • Full tuition fee exemption
  • On-campus accommodation
  • Comprehensive medical insurance
  • If you choose to live off-campus and get approval from the university, the off-campus living allowance is CNY 700

Monthly living expenses for:

  • Doctoral program – CNY 3,500
  • Masters program – CNY 3,000
  • Undergraduate program – CNY 2,500

Type B (Partial Scholarship)

Exemption from tuition fee. Provide comprehensive medical care insurance for international students: 800 RMB/person/year.

Application Procedure

  • Apply to a university listed under the Shanghai Government Scholarship program.
  • Visit SGS webpage
  • Complete online application
  • Download and print the application form.

Submit along with the required documents below;

  • Academic transcripts (notarized photocopy) Transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English.
  • Chinese HSK4 certificate
  • Highest diploma (notarized photocopy).
  • Health certificate and blood test results.
  • Passport copy
  • Applicants under 18 must provide a Guardian’s Letter of Guarantee.
  • The university will announce the results of your application along with your admission results.
