ABSTRACT
In today’s world, Information and communication Technology (ICT) has contributed immensely to the enhancement of service delivery and information management. The challenges posed by An Agent-Based Bidding, to the public currently include; first, they encourage corruption by collecting bribe from prospective contractors in order to help them secure contracts. Second, some of these Agents parades quacks that are not professionals. Lastly, the manual nature of filing contract quotation papers, leads to loss of vital information. This Project titled: “DESIGN AND IMPLEMENTATION OF ONLINE CONTRACT BIDDING SYSTEM”, has eliminated the manual pattern of submitting contract bidding documents, in Ministry of Works, Owerri, Imo-State. The existing system was faced with a lot of problems such as: poor record keeping, information processing and management, hand delivery of quotation papers, etc. in this Seminar presentation, the researcher developed a system capable of storing and retrieving contract bidding information at the speed of light. The methods of data collection used are: interview and observation methods. The bidding system enhances staff performance, reduced costly bidding. The bidding process is done online, irrespective of your geographical location.
