Developed nations are facing the challenge of a shortage of skilled and unskilled labor and an increase in vacancies, which was heightened by the COVID-19 pandemic. Ever since 2020, governments of these advanced countries have designed new and improved scholarship schemes to attract foreign students and graduates to occupy the spaces in their workforce during their studies and after having access to quality education.
The primary aim of this article by Booklab24 is to inform international students of the leading countries whose governments offer scholarships to undergraduates and graduates to study any course of their choice with the possibility of getting a work permit after the completion of their program.
1. France
Eiffel Excellence Scholarship Program
The French Ministry of Foreign Affairs created the Eiffel Excellence Scholarship Program to provide scholarships for master’s and doctoral studies. It funds a 10-month postgraduate program for students under joint supervision or dual enrollment at a French university. The French government offers financial support to students in the following fields of study: natural sciences (for doctoral studies), engineering, economics and business administration, law, and political science.
Scholarship Benefits:
The scholarship does not cover tuition fees. For master’s degrees, 1,181 euros per month are granted for 12-36 months, and for doctoral studies, 1,400 euros per month are granted for up to 10 months. The scholarship also includes round-trip international travel, social security, cultural activities, and, in some cases, an additional housing allowance.
Application procedure:
Direct applications from applicants are not accepted. You will need to contact either the French embassy, the Campus France office in your country, or the university’s international relations department where you wish to study, which will support your scholarship application.
2. United Kingdom
Chevening Scholarship
The Chevening Scholarship is a UK government scholarship program for international students. Scholarships are awarded annually to eligible students from 144 countries, usually for a one-year master’s course. Also, scholarships are only available for specific university courses in the UK.
Scholarship Benefits:
The full Chevening Scholarship includes tuition fees, economy travel to and from your country of residence, and payment of arrival, departure, and travel expenses. It also covers the cost of the entry permit application (visa) and a monthly personal living allowance to cover accommodation and living expenses.
3. Sweden
The Swedish Institute, a public institution in Sweden, has developed a scholarship program for master’s, PhD, and Postdoctoral studies. The European country awards more than 300 scholarships yearly to ambitious students from developing countries.

Swedish institutions offer full financing, including tuition fees, a monthly stipend covering living expenses, airfare, and health insurance. Students can also join the Future Global Leaders Network (NFGL), which gives them access to numerous events to network and learn about sustainability, human rights, and innovation.
4. Japan
Japanese Government Monbukagakusho Scholarships
Japan is a unique country that attracts foreigners with its high standard of living, safety, and wonderful mix of tradition and modern lifestyle. The Japanese government annually provides financial support for undergraduate study and master’s—and doctoral-level research through the Monbukagakusho Scholarship. The government also offers grants to students in technical colleges and those undertaking Japanese studies.
Scholarship Benefits: The Japanese government Scholarship mainly covers tuition fees, monthly living expenses, and round-trip airfare.
Application Procedure:
The first step in the application process is for candidates to be screened by the Japanese embassy in their home country. The next step is to visit the official website of your country’s embassy. Deadlines vary by country of origin and may change annually. A recommendation from a university rather than an embassy will be required for Japanese studies and some research.
5. South Korea
The South Korean government offers scholarships for four-year bachelor’s programs, two-year associate’s programs, two-year master’s programs, and three-year doctoral programs. The scholarship usually includes a one-year language program that allows you to master Korean quickly.

The scholarship includes airfare, monthly allowance, coordination fee, health insurance, and language tuition.
Application Procedure:
To apply, visit the Korean Embassy or Consulate website. The partner university may also handle the application process. Therefore, check whether there is an agreement between a domestic university and a Korean educational institution.
6. New Zealand

This government scholarship program offers four types of scholarships for higher education in New Zealand. Scholarships are available for bachelor’s, master’s, and doctoral degrees, and the terms and criteria vary depending on the type of scholarship you apply for and your country of origin.
Scholarship Benefits:
The scholarship includes tuition fees, living and facility allowances, health and travel insurance, round-trip airfare between your home country and New Zealand, and some eligible scholars’ home leave or reunion trips. It also provides pastoral and academic support at your institution and assistance with research and dissertation fees for most postgraduate research students.
7. Greece
Greece is one of the oldest cultures in the world, and the Greek government offers different types of scholarships, many of which focus on funding the study of Greek language and culture. The Greek State Scholarship Foundation awards scholarships for graduate and postdoctoral degrees and research. Scholarship recipients receive graduate education in addition to courses in modern Greek.
Scholarship Benefits:
The scholarship does not usually cover the tuition fees for an undergraduate course in Greece. Still, financial support is provided in the form of a monthly stipend, usually between 450 and 600 euros. Other benefits available to applicants include health insurance and meals.
8. Italy
Italian Ministry of Foreign Affairs and International Cooperation Scholarships
Known for its rich history, architecture, fashion, and cuisine, Italy seeks to foster international cooperation by offering scholarships to enable international students to study, further their education, and carry out research projects at Italian universities.
Italian government scholarships cover second-level university courses, master’s and doctoral programs, professional schools, studies under academic supervision, and higher education courses in art, music, and dance. They also offer scholarships for Italian language and culture courses and training/refresher courses for Italian language teachers.
Scholarships Benefits:
Scholarships are offered for three, six, or nine months, depending on the course level you are applying for.
9. Turkey
The Turkish government provides financial support to international students of all levels studying in Turkey each year through the Türkiye Burslari Scholarship. Depending on the eligible country, there are six different scholarship programs for a bachelor’s degree. For example, the Balkan Scholarship is for students from Balkan countries. This scholarship covers all fields, including medicine, Islamic studies, and Turkish language and literature.
There are also two types of scholarships for graduate studies. The Ali Kuşçu Science and Technology Scholarship is designed for students pursuing a master’s or doctoral degree in the fields of science, engineering, and technology. Students who want to study social sciences, such as Islamic studies, Turkish language, and literature, are also eligible for the Ä°bni Haldun Social Sciences Scholarship. There are also short-term scholarships of up to 8 months for Turkish language study and research.
Scholarship Benefits: The scholarship includes monthly living expenses, free accommodation in public accommodation at the host university, tuition fee waiver, health insurance, round-trip airfare, and a one-year paid Turkish language course.
10. Ireland
The Irish Government Scholarship is a funded scholarship for international students available only for postgraduate study at an Irish university. This scholarship includes a stipend and a contribution towards tuition fees. The Irish Government Graduate Scholarship Programme is an established national initiative funded by the Department of Education and Skills and administered by the Council.
Scholarship Benefits: The scholarship includes a stipend of €19,000 per year, a contribution towards fees up to a maximum of €5,750 per year, including non-EU fees, and eligible direct study costs of €3,250 per year.
Eligibility criteria
To be eligible for Master’s and PhD scholarships in Ireland, applicants must hold an Honors Bachelor’s degree or (equivalent) a first or upper-second-class Honors degree.
Applicants must not have previously applied unsuccessfully to the program twice, including a Strategic Partner topic within the program. Applicants must be new entrants onto the course for which they wish to receive funding from the Council and must have been formally accepted by the relevant faculty or department.
